November 12, 2008

The Lee County Board of Supervisors met on Wednesday, November 12, 2008 at the North Lee County Office Building in Fort Madison.

Present: George Morgan, Larry Kruse, Bob Woodruff and Rick Larkin.

All votes unanimous unless otherwise indicated.

Moved by Larkin, seconded by Kruse, to approve the Wednesday, November 5, 2008 board minutes. Motion carried.

The Board canvassed the November 4, 2008 General Election. The results are as follows:

John Hanson with Midwest Construction Consultants gave the Board an update on the progress of the jail renovation project. He recommended that the following change orders be approved by the Board:

Moved by Kruse, seconded by Larkin, to approve Change Order #2 with Frank Millard & Company. Motion carried.

Moved by Kruse, seconded by Larkin, to approve Change Order #1 with Vinson & Sill, Inc. Motion carried.

Moved by Kruse, seconded by Larkin, to approve Change Order #3 with Mohrfeld Electric. Motion carried.

Moved by Kruse, seconded by Larkin, to approve Change Order #4 with Mohrfeld Electric. Motion carried.

Moved by Kruse, seconded by Larkin, to approve Change Order #5 with First Construction Group, Inc. Motion carried.

Moved by Larkin, seconded by Kruse, to approve the following resolution:

Resolution #2008-141

RESOLUTION OF THE LEE COUNTY BOARD OF SUPERVISORS

RESOLUTION ESTABLISHING A SPECIAL COMMISSARY ACCOUNT

WHEREAS, the Lee County Sheriff's Office supplies commissary items to inmates; and

WHEREAS, the commissary account contains funds used for future purchase of commissary items and surplus monies not needed for commissary purchases; and

WHEREAS, the Lee County Sheriff has requested a special line item fund which would allow money to be carried over from year to year to be used for equipment, jail and inmate related purchases.

NOW THEREFORE BE IT RESOLVED that the Lee County Board of Supervisors approves the establishment of a commissary account fund for the Lee County Sheriff's Department, the balance of which may be carried over from year to year and the surplus money in which may be expended such jail, sheriff and inmate related expenses as the Sheriff may from time to time deem to be appropriate. The expenditures shall be reported to the Board as any other expenditure from the Sheriff's Department.

Moved by Woodruff, seconded by Kruse, to approve the Airport Road Paving Project #FM-CO56(71)- -55-56. Motion carried.

Moved by Larkin, seconded by Kruse, to approve a temporary full-time employee for the Lee County Auditor's Office. Motion carried.

Received and filed the Minutes of Meeting of September 26, 2008 and the Monthly Reports for September and October 2008 of the Lee County Commission of Veteran's Affairs.

There were no Citizen Comments or New Business.
