WARSAW, Ill. - News of the city getting an emergency grant to fix its water system has not translated into any action yet.

Warsaw Mayor Robert Frank said Wednesday the state is still "dotting all the i's and crossing the t's on everything," but he hopes the work will be done before winter.

Assistant Water Superintendent Brian Froman said the water plant takes a lot of "baby-sitting," right now, as the pumps have to be reversed to back-flush the river intake system to keep a water flow.

Warsaw has been given a $97,800 Illinois Opportunity Returns grant to replace the clogged Mississippi River water intake system.

The city opened bids on the work Aug. 31 but has not awarded a contract yet.

After a closed session, the council approved buying the Huff property and paying back taxes on it.

City Clerk Kathy Thompson said candidate papers are available at Warsaw City Hall for the April 5, 2005, election. City hall will be open from 8 a.m. to noon and 1 to 4:30 p.m. Monday through Friday. Election papers and petitions can be filed between Jan. 17 and Jan. 25, 2005.

Offices to be voted on in April 2005 are: mayor, four-year term, currently held by Frank; city clerk, four-year term, currently held by Thompson; city treasurer, four-year term, currently held by Joy Barber; alderman Ward 1, four-year term, currently held by Cher Jenkins; alderman Ward 2, four-year term, currently held by Joe Clarke; and alderman Ward 3, four- year term, currently held by Kathy Nagy.

Alderman William "Dick" Clark, chairman of the Public Safety Committee, said the police department has been busy and doing a good job.

Officer Brandon Norris told the city council the department had 94 service calls and 50 initiated calls in the past month.

"If you see Officer (Tony) Strope around town, give him a pat on the back for a good job in apprehending suspects in a burglary case," said Norris. "It cleared up about 15 cases in Hancock County."

Norris also warned of telephone scams making the rounds.

"The latest one was offering to mail a check for $250,000 if the person would first send $2,500 to pay the taxes," said Norris.

Frank said all senior citizens should be warned not to give personal information over the phone.

The council approved a building permit from Randy Voss for a fire escape to be added at the back of the building at 322-324 Main St. City building inspector Jeff Thill had signed off on the permit, but it has not been approved by the Historical Commission yet. Frank said with the safety factor involved, the council needed to take action.

The council also approved appointing Ed Brownlee to the library board to replace Tim Dennis who resigned.

Frank praised the volunteers who donated time and labor Saturday to lay a sidewalk at Sixth and Main streets. He also urged residents to support the high school football team with signs in businesses and yards for Saturday's first-round play-off game in Warsaw.
