Hancock County Board addresses ambulance issues

CARTHAGE, Ill. - Ambulances were the main topic at the April Hancock County Board meeting.
The County Board considered a four-week contract with Joe Barlow, who resigned as ambulance coordinator in March. The proposed contract would have retained Barlow as a consultant at a rate of $22.60 per hour, with a maximum of 37 1/2 hours per week and limited mileage reimbursement.
The contract was defeated 11-3. Voting in favor of the measure were Emmett Postle, Debbie Limkemann and David Walker.
Voting no were Bill Crabill, Delbert Kreps, Bob Mapes, Tom Scheetz, Joe Stevenson, Randy White, Steve Bolton, Cary Gray, Regan Ramsey, Steven Finney and Marlin Long.
Kreps then suggested an alternative ambulance service plan.
Stevenson said Advanced Medical Transport indicated they could serve most of Hancock County for $226,000. He said Superior Ambulance, based out of Great River Medical Center in Burlington, serves Henderson County, Ill., and is part of the Illini Hospital in the Silvis emergency network. He added that the Blessing Hospital emergency network has stringent requirements which are difficult to meet.
Stevenson and Scheetz said Joe Albanese of the Illinois Department of Public Health said Hancock County does not have to provide ambulance service.
While the County Board was meeting, voters in two fire protection districts were deciding ballot propositions to establish an ambulance tax with a maximum rate of 30 cents.
Voters in the Nauvoo Fire Protection District and voters in the LaHarpe Fire Protection District each approved establishing their own ambulance tax.
Both of the fire protection districts may now levy a tax to provide or contract for ambulance service.
The county board came to a consensus to meet as a committee of the whole to examine the ambulance situation. The meeting was Monday in the County Board Room, at the Hancock County Courthouse, Carthage.
In other business, the board:
n Confirmed Craig Becker and Hank Courtois to three year terms as trustees of the Warsaw Fire Protection District.
n Confirmed Paul McKoon to a three year term as trustee of the Nauvoo Fire Protection District.
n Confirmed Cary Gray of Hamilton, Ill., to the vacant county board seat of Bill “Red” Rogers.
n Learned the yearly billing for the enhanced retirement plan for sheriff and law enforcement personnel exceeds cost estimates by $100,000. The enhanced retirement plan is part of the current Fraternal Order of Police contract. County Treasurer Kris Pilkington is researching the situation.
