City approves first reading of $3.2 million spending plan

The Hamilton City Council unanimously approved the first reading of its $3.2 million spending plan for 2008-2009, down $500,000 from last year.
Appropriations include by fund: administration, $157,300, up $13,100; police department, $327,100, up $1,400; fire department, 78,400, down $1,800; ESDA, $1,200, no change; building and grounds, $122,250, up $2,100; sanitation, $700, down $100; cemetery, 8,000, same; street lighting, $42,000, down $3,600; audit, $6,000, up $2,500; street, $339,750, down $50; IMRF, $35,000, down $5,000; Social Security and Medicare, $36,000, up $1,000; water, $1,019,300, down $70,000; sewer, $600,000, down $500,000; library, $$72,500, up $2,500; band, $3,300, same; tort judgment, $99,000, down $10,000; motor fuel tax, $115,000, down $1,400; permanent streets, $82,000, no change; working cash, $9,000, no change; sewer improvement, $46,000, up $46,000; and ambulance, $500, down $29,300.
In other once-a-year business, Mayor Stephen Woodruff kept all city appointments and committees intact.
“I'm completely content with my appointments,” Woodruff said. “Everyone works very hard. These council members have the concerns of the public at heart.
“We have made dramatic headway this year, major accomplishments.”
Woodruff cited extensive work on the city sewer, including repairs, lining part of the system and work on the sewer plant. Several small water projects have been wrapped up and the city police department has taken “big leaps in technology,” he said.
Appointments include: Stan Tucker, city attorney; Walt Sellens, chief of police; Tim Schilson, Water and Sewer Department superintendent; Bill Dobbins, Street Department superintendent; Steve Helenthal, fire chief; Robb Bell, ESDA coordinator; Marine Bank & Trust and First State, banking depositories; Leroy Agnew, janitor; Laura Dennis, water meter reader; Tim Hempen, building inspector; Mike Wright, animal control officer; zoning commission, Al Campbell, chair, Jane Humphrey, Marvin Speckhart, Ed Richardson, Ron Schreiber and John Phillips; library board, Sherry Ruark, Garry Gibbs, Sharon Esterday, James Morris, Patricia Tucker, Bob Steinman, Gloria Dadant, Daniel Reinhardt and Kurt Smith.

Accepted an offer of $25,500 from William McCloud Jr., Hamilton, for the former ambulance building and property at 450 N. 18th St. He intends to build a house there in the late fall.
Approved all three readings amending an ordinance to allow left-hand turns on Broadway for parking, but to continue prohibiting U-turns.
Passed the second and third readings of an ordinance establishing speed limits on the part of the Warsaw Road that lies inside Hamilton: 25 mph from U.S. 136 for 4/10 miles, 35 mph between the 4/10th-mile mark and 6/10th mark, and 55 mph south from that point. Violators are subject to fines of $75 to $100 per offense.
Agreed to hire Brandon Gross as a part-time water and sewer employee.
Will allow advertising of bids for the old portable generator.
Authorized payment of $7,380 to McClure Engineering Associates for the Ninth Street sewer design.
Decided to continue to provide medical insurance to employees and their families on a 60/40 basis.
Will give employees a 3 percent raise.
Approved full-time employee benefits and part-time employee wages.
Heard McClure Engineering reviewed the plans for the Hamilton Walking Bridge at no charge.
Set the following committee meetings, all to be held at City Hall: Finance, 6:30 p.m., Monday, June 9; Water and Sewer, 6 p.m. Tuesday; Streets, 7 p.m. Tuesday; Health and Safety, 5:30 p.m. Thursday, May 29; and Building and Grounds, 6 p.m., tonight.
