PC Technologies to create new Web site for Keokuk

PC Technologies of Keokuk will build a new Web site for the City of Keokuk.

The Keokuk City Council has discussed establishing a new Web site for months and talked to prospective vendors. On Thursday, the council concurred with Mayor David Gudgel's recommendation to hire PC Technologies for the job.

“Both of these companies have been very fair with us,” Gudgel said, referring to PC Technologies and Ed Vinson.

PC Technologies quoted a price of $2,600 for the job; Ed Vinson, $2,200. However, Vinson would charge for each page on the new Web site.

PC Technologies owns the city's domain name so the city would not have to pay for the domain name each year if it stayed with PC Technologies.

In other business, the council agreed a sign limiting parking to one hour in front of a Main Street business should not go back up. The sign was temporarily removed during the recently completed Main Street reconstruction project from Fourth to Second streets.


Public Works Director Gerald Moughler opposed putting the sign back up, citing liability and clutter problems.

“We need to put some up or take them all down,” said council member Roger Bryant, referring to that and similar signs along Main Street.

Council member Doug Matlick suggested adopting an ordinance prohibiting people who live in the upper stories of Main Street businesses from parking in front of the businesses below them.

Another council member, Mike O'Connor, suggested an ordinance limiting parking to two hours on Main Street. Council member Karole Smith proposed an ordinance banning residential parking on Main Street during certain hours of the day.

Council members also discussed whether a board or commission should be formed to work with the new aquatic center, which is expected to open next year.

Gudgel presented a list of names of prospective commission members that included council member Justin Tuck, Mike Girard, Janne Long, Prue Backlin, Janet Hurt, Wes Pohorsky, Dan Tackes, Dave Grogran, Pam Barclift and Anne Pietscher.

The council discussed two quotes on the rental of a vacuum truck to check the condition of sanitary sewers and service locations.

Kenny Hempen quoted a price of $4,000 a week with an operator and no delivery charges for a truck exactly like the one specified by the city. Coe Equipment of Rochester, Ill., quoted a price of $11,500 per month for a late model Vactor combination sewer cleaner.

The mapping of the city's sanitary sewer system will take at least 14 months to complete, Moughler said.

Matlick responded that the city should buy instead of rent a truck if the city is going to have it for at least 14 months straight.

The city will start viewing sewers during the second week of December, according to Moughler.

Finally, Gudgel indicated the city may not get as much as it thought it would from the Federal Emergency Management Agency to repair damage from the Flood of 2008.

“We're talking about a sizeable amount of money,” the mayor said.

“We didn't send in figures (on the amount of flood-related damage) unless the FEMA people on the ground blessed it,” he added.

The city has learned a check with the amount Keokuk requested was sent to Des Moines, according to the mayor.
