Warsaw City Council reviews city's annual financial report

Warsaw's new auditor, John Faulhaber of Carthage, Ill., presented a copy of the city's annual financial report for 2007-2008 to each city council member and the mayor Monday.

He likened the report format to that of a commercial enterprise and said he kept an eye out for fraud during the audit.

Faulhaber noted that the city might consider using the motor fuel tax for such expenses as street lighting and snow removal to relieve the strain on the general fund.

He gave a general overview of how to read the report and suggested a special meeting dedicated to going over the audit and answering any questions council members might have.

Mayor Robert Frank said that he and the council need to read the audit, discuss it and then would be ready to talk it over with Faulhaber.

Street Department Superintendent Harley Griffin said the department has been mixing sand and salt in preparation for the upcoming bad weather. Additional salt has been obtained for the city from a source in Fort Madison and more is available at reduced cost.


“It was a godsend to get that,” he said. “Otherwise, we'd be depleted.”

The Warsaw Police Department has a new full-time police officer and an open spot for a part-time officer.

Former part-time officer Nick Jamerson was offered the full-time position vacated Dec. 2 by Chris Roberts, who had turned in his resignation earlier. Jamerson had been part-time for nine months. Chief Brandon Norris had been given authorization to fill that vacancy and will hire a part-time officer.

The police force includes three full-time officers -Norris, Mike Teal and Jamerson.

In other police news, Norris reported that the department answered 137 calls for service in December and has initiated 51 calls.

Officers made four arrests from Nov. 11 through Dec. 9:

David L Speer, 59, Basco, Ill., was arrested Nov. 29 for driving while intoxicated and driving in the wrong lane on the Warsaw Road. He was taken to the Hancock County Jail.

Daniel J. Lambert, 34, Keokuk, was arrested Dec. 5 at Fourth and Clay for driving while intoxicated with a blood alcohol content of .159, improper parking in roadway, no valid registration and driving while license revoked. He was taken to the Hancock County Jail.

Thurman Purdiman, 17, Keokuk, was arrested at 11:01 p.m. Dec. 8 at Sixth and Clay for no valid driver's license. He was released on a notice to appear.

A male juvenile was arrested at 8:24 a.m. Dec. 9 at 11th and Crawford for possession of alcohol by a minor.

In other business, the city:

Agreed to pay City Attorney Bill Rasmussen, Carthage, Ill., $450 per meeting.

Set tavern closing hours for 2 a.m. on New Year's Eve.

Tabled a request for no parking signs on Pine.

Decided to buy a backhoe for no more than $9,000. Council members believe having another backhoe for the street and water and sewer departments would eliminate the need to rent one if the other is in use.

“It will probably pay for itself in two years,” said Street Committee Chairman Dick Clark.
